Multi-Objective Optimization of Maintenance, Rehabilitation, and Reconstruction Decision Making Considering Safety

Traditional pavement maintenance, rehabilitation, and reconstruction (MRR) planning accounts for user cost by maximizing drivers’ comfort, reducing users’ travel delay, minimizing fuel consumption, while controlling the agency’s costs of undertaking necessary preservation activities. Safety performance is seldom considered in MRR pavements. However, condition has a large impact on crash frequency needs to be addressed process planning. Therefore, this study first incorporates safety into as separate objective. To do so, seeks find an optimal maintenance strategy with lowest agency based resulting condition. A multi-objective optimization approach proposed identify plans that utilize semi-Markov international roughness index deterioration model developed real inspection data from Pennsylvania between 2006 2018. The results suggest will increase $9,716 (5.3%) per mile lane during 50-year analysis window starting good when This increased contributes reduction predicted 0.27%. can used determine amount agencies need spend activities reduce accidents under different traffic flow vehicle fleet combinations. conclusion provided evidence lower achieved developing better roadway operation perspective.
